Cannot activate the VisualEditor ( Mediawiki v 1.35.3)

Hello,

there is an issue on my wiki where the VisualEditor cannot be activated due to the following Parsoid error:

Error contacting the Parsoid/RESTBase server (HTTP 404)

I have seen a few solutions online but none seem to work here (and most are a few years old)
